Functional Capacity Assessment or Progress Reports for NDIS
A psychological Functional Capacity Assessment (FCA) is typically requested when a person is applying for the NDIS for the first time, undergoing a plan reassessment or review, or when a change in circumstances warrants a formal re-evaluation of their support needs. The assessment provides the NDIA with objective, evidence-based information about how a person's disability affects their day-to-day functioning across key life domains.
A typical assessment involves approximately 5-8 hours of clinician time, with fees aligned with the NDIS Pricing Arrangements and Price Limits 2026-2027. Extended time is available at the same hourly rate where complexity warrants it. NDIS Progress Reporting
A similar assessment process is followed for NDIS progress reporting, which is a routine requirement across the life of a participant's plan. Progress reports explain the therapy approach used and provide evidence of the outcomes achieved and progress made towards the participant's goals. While the time and approach may vary by clinician, progress reports generally address:
- The participant's functional capacity at the start of the plan period, and how this has changed over time, with reference to standardised assessment measures
- Progress towards each funded goal, using objective and measurable language
- Barriers encountered during the plan period and the strategies used to address them
- Connection to any additional informal, community, or mainstream supports
- Recommended supports for the next plan period, with justification for any additional or different funding requested Because progress reporting draws on existing clinical knowledge of the participant and ongoing session records, this process generally requires approximately 3.5 hours rather than 4.5 hours, and is billed accordingly at the same hourly rate.
What the Assessment Involves
Pre-Assessment
- Review of referral documentation, prior reports, and relevant records
Clinical Interview
- Structured clinical interview (functional history, daily living, personal strengths, and support needs)
- Collateral interview with carer, family member, or support person (where available and consented)
- World Health Organisation Disability Assessment Schedule (WHODAS 2.0)
Adaptive Functioning
- Vineland Adaptive Behavior Scales, Third Edition (Vineland-3) or,
- Adaptive Behavior Assessment System, Third Edition (ABAS-3)
Additional Scales (as clinically indicated)
- Life Skills Profile (LSP-16)
- Adolescent/Adult Sensory Profile
- Executive functioning scales, such as the Comprehensive Executive Function Inventory (CEFI) or Executive Skills Questionnaire-Revised (ESQ-R)
- Behavior Rating Inventory of Executive Function, Second Edition (BRIEF-2)
- Depression Anxiety Stress Scales (DASS-21)
- Condition-specific or domain-specific measures relevant to the referral question
Cognitive, Attentional, and Neurodevelopmental Testing (if applicable)
- Cognitive and attentional testing, or comprehensive neurodevelopmental assessment, may also be incorporated where clinically relevant (additional cost; see Packages 1–7 here)
Report
- NDIS Functional Capacity report covering functional domains, support needs, and capacity for daily living
